Crooksville Council Meeting Minutes,   Monday, December 5,           2016

 

ROLL CALL: Mayor Redfern called the meeting to order with the following members present Mr. Rice, Mr. Locke, Mr. Hampton, Ms. Smith, and Mr. Mohler. Tom Collins and Jan Baughman were present. Ms. Driggs was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

REPORTS: Motion to approve December Revenue Adjustments to the 2016 Budget was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Ms. Driggs is now present.

Motion to approve December Expense Adjustments to the 2016 Appropriations was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

SOLICITOR LIST: Mayor Redfern explained that he emailed the Solicitor for clarification on what a suitable structure would be for junk vehicles. Mrs. Baughman explained that this was based off the Ohio Revised Code and a suitable structure is defined as a building suitable with a roof or covering a vehicle and uncovered, is uncovered; meaning that a tarp is not a suitable structure. Officer Carr asked about being behind a privacy fence? Mrs. Baughman explained that if they are okay with this then it would be fine for a collector’s vehicle but not for any other vehicle.

PAID BILLS: Motion to approve Resolution 2016-82 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TO BE PAID BILLS: Motion to approve Resolution 2016-83 to be paid bills was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

TRANSFERS: Motion to approve Resolution 2016-84 transferring funds was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

SAFETY: Motion to accept the third reading of Resolution 2016-77, a Resolution Authorizing a Mutual Aid Agreement with the Village of Crooksville, for police protection for the year 2017 was made by Mr. Mohler and seconded by Ms. Smith. Motion carried.

Motion to accept the three-year contract with CSA, LLC at 10% for EMS Squad Billing was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to approve the list of stipends was made by Mr. Mohler and seconded by Mr. Hampton. Motion carried.

Mayor Redfern explained that he had two applicants who want to join the Police Auxiliary. One was not present and the other was Kurt Torres who introduced himself to Council and explained that he would like to join the Crooksville Police Auxiliary. Motion to approve adding Kurt Torres to the Crooksville Police Auxiliary was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

LEGISLATIVE: Motion to table the third reading of Ordinance 2574, an Ordinance Declaring Certain Real Property No Longer Needed for any Municipal Purpose and Authorizing its Advertisement for Sale (Reservoirs 1 & 2) was made by Mr. Mohler and seconded by Mr. Hampton. This is being done due to inputting the location information that was needed. Motion carried.

 

Motion to accept the third reading of Ordinance 2575, an Ordinance Authorizing Sale of Municipal Property Following Bid; Heritage Hall and Reed Station was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the second reading of Ordinance 2577, the 2017 Appropriations was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to accept the second reading of Resolution 2016-81, a resolution approving the utilization by the Ohio Department of Transportation of certain Village property for bridge construction, without paying over compensation therefore was made by Mr. Mohler and seconded by Mr. Locke. Motion carried.

Motion to suspend the rules for Ordinance 2580, an Ordinance to amend the 2016 Budget and Appropriations as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OLD BUSINESS: Nothing.

NEW BUSINESS: Nothing. 

CITIZENS COMMENTS/ COMPLAINTS: James Slack was present to thank the Mayor, Council and Police Chief Walters for the plaque that he received. He stated that he appreciates it.

EXECUTIVE SESSION: Motion to go into executive session per ORC 121.22 (G) (1) for Personnel was made by Mr. Rice and seconded by Mr. Mohler. Officer Carr was asked to executive session. Motion carried.

Council is out of executive session with no decisions made.

Chief Walters explained that Kenny received a letter from the Defense Department explaining that there was a flag, a photograph, and a sign at the Korean War Memorial for Charles R. Wood Jr. in Washington DC that will be there permanently.

Motion to adjourn was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.
