Crooksville Council Meeting Minutes   Monday, December 7,               2015

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Ms. Smith, and Ms. Driggs. Jan Baughman was present. Mayor Lantz was absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

REPORTS: Motion to approve December revenue adjustments for the 2015 Budget was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

Motion to approve December expense adjustments for the 2015 Appropriations was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

PAID BILLS:  A motion to approve Resolution 2015-78 paid bills and payroll was made by Mr. Rice and seconded by Ms. Smith. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2015-79 to be paid bills was made by Mr. Hampton and seconded by Mr. Rice. Motion carried.

TRANSFER:  A motion to approve Resolution 2015-80 transferring funds was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.

Motion to approve Mayor’s report for November was made by Mr. Redfern and seconded by Mr. Hampton. Motion carried.

SERVICE: Motion to accept resumes for Council seat to fill Fred Redfern’s position as of January 1, 2016 was made by Mr. Rice and seconded by Ms. Smith. Motion carried with Mr. Redfern abstaining from the vote.

As an FYI to Council, Brittany stated that bids were closed on Heritage Hall at 10:00 am and there were no bids submitted. Mr. Mohler asked that this be placed on the workshop agenda to discuss at the next meeting.

SAFETY: Motion to approve Stipends for 2015 Volunteer Firefighters was approved by Mr. Rice and seconded by Ms. Smith. Motion carried.

Motion to approve authorization of Fiscal Officer to sign Service and Billing Department time cards, approve comp time request, and approve sick time off and vacation time in absence of the Village Administrator was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

BUILDING: Motion to approve building permit for Shriver’s Pharmacy was made by Mr. Rice and seconded by Mr. Hampton. Tom explained that this was already done and the owner had called and gave him his apologies as he didn’t realize the process he needed to take. Motion carried.

LEGISLATIVE: Motion to accept the third reading of Resolution 2015-74, a Resolution Authorizing Request for Proposals to the Village Council to Contract for Exclusive Residential Solid and Yard Waste Collection and Disposal and Billing therefore Throughout the Village of Crooksville was made by Mr. Redfern and seconded by Mr. Rice. Vote went as follows: Mr. Rice yes, Mr. Redfern yes, Mr. Hampton yes, Ms. Smith no, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

Motion to accept the second reading of Ordinance 2546, the 2016 Appropriations was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

Motion to suspend the rules for Ordinance 2548, an Ordinance to amend Ordinances Nos. 979, 2163, 2197 and 2270 of the Ordinances of the Village of Crooksville regarding Village income tax and declaring an emergency was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

OTHER OLD BUSINESS: Nothing.

Mr. Mohler asked Police Chief Walters if he had anything tonight, and he stated that he would have his report for Council the following meeting.

Mr. Mohler asked Bob who he had with him. He stated that he had with him Trevor Bowen who is a scout and participated in cub scouts and is working on his Citizenship in the Community as well as crime prevention that Chief Walters has helped him with.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS:  Nothing.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.
