Crooksville Council Meeting Minutes   Monday, December 15                 2014

ROLL CALL:  Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Hampton, Mr. Dennis, Ms. Driggs, and Mr. Mohler. Tom Collins and Jan Baughman were present.

MINUTES:  Motion to approve Clerk’s minutes was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

REPORTS:  Motion to approve December revenue adjustments for the 2014 Budget was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to approve December expense adjustments for the 2014 Appropriations was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Motion to approve Clerk’s Report for November was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

PAID BILLS:  A motion to approve Resolution 2014-81 paid bills and payroll was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-82 to be paid bills was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

TRANSFER:  A motion to approve Resolution 2014-83 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

A motion was made to approve the payment of $120.00 to Mid-East for FF1 Books for A. Westcott by Mr. Mohler and seconded by Mr. Redfern. Motion carried.

PARK & RECREATION: Mr. Hampton stated that basketball is up and running and all is in full swing including archery and the climbing wall.

SERVICE: Motion to suspend the rules for Resolution 2014-84, a resolution to request the Perry County Engineer to release Permissive Motor Vehicle Tax to the Village of Crooksville, Ohio and declaring it an emergency was made by Mr. Mohler and seconded by Mr. Rice. MR. Redfern asked if it is necessary to do this as an emergency. Brittany stated that we needed this to pay our portion of the Street Paving Project. Motion carried.

Motion to accept Resolution 2014-84, a resolution to request the Perry County Engineer to release Permissive Motor Vehicle Tax to the Village of Crooksville, Ohio and declaring it an emergency was made by Mr. Mohler and accepted by Mr. Rice. Motion carried.

SAFETY:  Council discussed if the Volunteer fire fighters should get paid if they also drove the ambulance because in the handbook it states that they will not get paid if this is the case. Council asked Jan if this would need to be taken out before they could be paid. This was discussed in further detail.

Motion was made to suspend the rules for removing the section of the handbook regarding pay being forfeited for the Fire Fighters if they drive the ambulance by Mr. Rice and seconded by Mr. Mohler. Motion carried.

Mayor Lantz told Assistant Fire Chief Mark Dalrymple that starting the beginning of the year he would like a run sheet brought before Council in a report so they know what is going on.

Police Chief Walters discussed the dog warden position being taken and the Sheriff’s office would be responsible for it. He stated that they have one vehicle completed with the stripes on it. Chief Walters asked Council if he could get $650 per cruiser appropriated to get the equipment put in. The radios are being put in the cruisers by John Mittens. This could be paid for out of the Police Equipment Replacement fund.

LEGISTLATIVE: Motion to approve the third reading of Ordinance 2505, the 2015 Appropriations was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

Motion to suspend the rules for Ordinance 2508, an Ordinance amending the 2014 Budget & Appropriations as an emergency was made by Mr. Rice and seconded by Mr. Mohler. Motion carried.

INSURANCE:  Council discussed the insurance renewal and which option they need to choose to be the most beneficiary. This was discussed in further detail about the pros and cons of each. Mr. Hampton discussed having a committee for a few employees to be on next year so that all can be informed before the decision is made. Council stated that informing employees is the job for administration not Council.

Motion was made by Mr. Hampton and seconded by Mr. Dennis to renew the insurance and keep what it is currently. Motion carried.  

OTHER OLD BUSINESS: Nothing.

NEW BUSINESS: Mr. Redfern stated that he received a call about Dam 3 and property and if it was for sale because he is interested and would like to buy it. This is located in Sayre. Council discussed whether or not this should be brought up to ODNR to make sure about what this gentleman would have to do if he bought this. Mr. Redfern also stated that a different gentleman approached him about buying Dam 1 and 2. Council stated that they would like to have something in writing from ODNR before selling to know for sure what all the stipulations may be.

Mr. Redfern stated that he received an email from Tom about replacing the Main Street bridge and that the waterline would not be part of the bridge. It was asked if we would want this line as part of the bridge. Mayor Lantz stated that he discussed this with Tom and they want it as part of the bridge and they will fight for this to be this way. This was discussed in further detail.

Mr. Redfern would like to send a letter to the Commissioners recommending they keep the Dog Warden position and asked Chief Walters if he would write this.

CITIZENS COMMENTS/ COMPLAINTS: Mayor Lantz asked Mr. Paul Dorsey if he had anything. Mayor Lantz told him that Mark has a work order to look at Heskett Street for tomorrow.

ADJOURNMENT:  A motion to adjourn was made by Mr. Mohler and seconded by Mr. Dennis. Motion carried.

Mayor Lantz stated that there would not be a workshop meeting next week on December 22nd.
