Crooksville Council Meeting Minutes Monday, December 16, 2013
ROLL CALL: Mayor Lantz called the meeting to order with the following members present Mr. Rice, Mr. Redfern, Mr. Allen, and Mr. Moore. Jan Baughman was present. Mr. Mohler, Mr. Hampton, and Tom Collins were absent.
Mayor Lantz congratulated Tim Moore for his time served on Council.
MINUTES: Motion to approve Clerk’s minutes was made by Mr. Moore and seconded by Mr. Rice. Motion carried.
APPROVAL OF REPORTS: Motion to approve Clerk’s reports for November was made by Mr. Rice and seconded by Mr. Moore. Motion carried.
A motion was made by Mr. Rice and seconded by Mr. Moore to approve the December Revenue Adjustments to the 2013 Budget. Motion carried.
A motion was made by Mr. Moore and seconded by Mr. Rice to approve the December Expense Adjustments to the 2013 Appropriations. Motion carried.
PAID BILLS: A motion to approve Resolution 2013-77 paid bills and payroll was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.

TO BE PAID BILLS: A motion to approve Resolution 2013-78 to be paid bills was made by Mr. Moore and seconded by Mr. Rice. Motion carried. Mr. Redfern questioned a vendor on the list. Mark Dalrymple explained what this was for.
TRANSFER: A motion to approve Resolution 2013-79 transferring funds was made by Mr. Rice and seconded by Mr. Redfern. Motion carried.
SAFETY COMMITTEE: FYI- Copy of the Part-Time EMS hours were given out in order to reference this with Obama Care. Mr. Redfern explained that these hours are used for the formula to figure up how many full time employees there are at the Village.

Mayor Lantz stated that there was a new applicant present for the EMS. Eric Waltemire Jr. explained that his family is from Roseville and works for other Fire/EMS Departments. He stated that he will be EMS only. Mayor Lantz stated that his background check came back good and that he needed a motion to approve Eric Waltemire Jr. to join Crooksville EMS. A motion was made by Mr. Mohler and seconded by Mr. Redfern to accept Eric Waltemire Jr. to EMS. Motion carried.
BUILDING COMMITTEE: Mayor Lantz stated that he is going to have the Police Department hand out a couple of sign Ordinances. One is on China Street and one is on Main Street because a sign permit was not applied for.
LEGISLATIVE COMMITTEE: A motion was made by Mr. Mohler and seconded by Mr. Redfern to accept the third reading of Ordinance 2475, the 2014 Appropriations. Motion carried.

A motion was made by Mr. Mohler and seconded by Mr. Hampton to accept the second reading of Ordinance 2477, establishing the ARRA Grant Fund. Motion carried.
A motion was made by Mr. Mohler and seconded by Mr. Rice to accept the second reading of Ordinance 2478, establishing the Grant Fund. Motion carried.
A motion was made by Mr. Moore and seconded by Mr. Redfern to accept the second reading of Ordinance 2479, an Ordinance declaring certain real property no longer needed for any municipal purpose and authorizing its advertisement for sale. Vote went as follows: Mr. Rice yes, Mr. Redfern yes, Mr. Hampton no, Mr. Allen yes, Mr. Moore yes, and Mr. Mohler no. Motion carried.
A motion to suspend the rules for Ordinance 2481, amending the 2013 Appropriations and Budget as an emergency was made by Mr. Mohler and seconded by Mr. Rice. Motion carried.

OTHER OLD BUSINESS: Mayor Lantz stated that a trash pickup discussion was listed. He stated that he went to the Mayor’s meeting on December 12th. He stated that it was only him, Kim Dixon, and the Mayor of Shawnee was the only ones there and therefore was no one to ask the questions that were needed answered. Mr. Redfern stated that he would like to make a motion to draw up a new Ordinance for trash hauling for the Village. Council discussed that this was being worked on already and Brittany Ross stated that she can send Jan the information that is needed to get this contract drawn up.
Mr. Rice asked MR. Hampton if he got the light fixed in the Rec Center. Mr. Hampton stated that it was a breaker and he fixed it.
Mr. Redfern stated that he wanted to make sure the trash contract got done so by the first of the year we can start getting bids. Council discussed the trash hauling procedures that were going on in the Village lately.
NEW BUSINESS: Nothing. Mayor Lantz asked if a workshop meeting was going to be held next week. Council stated that they would not be there.
Mr. Hampton asked Mayor Lantz if he had spoke to the bank yet about any possibilities for loans for the Rec Center. Mr. Hampton stated that January 6, the Rec Center basketball games will be starting.
CITIZENS COMMENTS/COMPLAINTS: Joanne Boring asked what hours the office will be open for the holidays. Mayor Lantz stated that the office will be open until 4pm on Christmas Eve, closed on Christmas day, open until 4pm New Year’s Eve, and closed New Year’s Day. She asked if there was a water break today but Mr. Mohler explained to her that it was the gas company. Mr. Hampton asked how it was going finding shut offs. Mayor Lantz stated that they are doing better but there are a lot of valves that need fixed. Mr. Redfern stated that GPSing the water and sewer lines is what he would like to do and there was a grant he was trying to apply for in order for us to get this. He stated that this will save some problems with finding lines and shutoffs. Mr. Redfern explained Ever Bridge program to all of Council. IT is a free program in Perry County that will notify you of water breaks or hazards depending on what you sign up for. He stated that this is like the program that the school has with automated messages being sent out. Mr. Redfern explained this program a little bit more in detail. He stated that we could put this in with the water bills. Joanne Boring stated that she would like to get emails about this.
Joanne Boring asked what the times were for the Rec Center and activities available. Mr. Rice and Mr. Hampton explained that there are only blocks of when the volunteers are available to have an activity like the climbing wall from 6pm -8pm on Thursday nights. She wanted a printout of what is available and when. Mr. Hampton explained that there is Basketball, archery, karate, and the climbing wall available there right now.
