9-2-14 Council Minutes

Crooksville Council Meeting Minutes   Tuesday, September 2                   2014

ROLL CALL:  Mr. Mohler called the meeting to order with the following members present Mr. Rice, Mr. Dennis, Ms. Driggs and Mr. Mohler. Jan Baughman and Tom Collins were present. Mr. Hampton, Mr. Redfern, and Mayor Lantz were absent.

MINUTES: Motion to approve Clerk’s minutes was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.

REPORTS: Motion to approve September revenue adjustments for the 2014 Budget was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.

PAID BILLS:  A motion to approve Resolution 2014-57 paid bills and payroll was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.

TO BE PAID BILLS:  A motion to approve Resolution 2014-58 to be paid bills was made by Mr. Rice and seconded by Mr. Dennis.  Motion carried.

TRANSFER:  A motion to approve Resolution 2014-59 transferring funds was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

PARK & RECREATION COMMITTEE: As an FYI to Council, they have been given a copy of the Park & Pool Report for 2013 and 2014. Brittany stated that she believes that there is enough in the Park & Pool fund to install a new roof on the large shelter house. Mr. Mohler stated that he thinks that there is as well.

A motion to approve the estimate from Matt Headley to install new metal roof on large shelter house was made by Mr. Rice and seconded by Mr. Hampton. Motion carried.

SERVICE COMMITTEE: Motion was made by Mr. Rice and seconded by Mr. Mohler to approve the Solicitation permit for Just Energy. Brittany stated that this was a group that is soliciting for energy savings for utilities. Chief Walters stated that they cannot perform a background check but a corporation check and he has used them himself. Mr. Mohler stated that it looks like they will begin as soon as it is passed and go until the end of the year. Motion carried.

SAFETY COMMITTEE: Fire/ EMS Chief Ralph Hill stated that they are still looking for a Polaris 6×6 and is going to try and work with John Deere to try and see if he can get the same price.

Police Chief Walters stated he has provided Council with a breakdown of calls for August and that there were seven drug related arrests thanks to Officer Carr and his team. He stated that Corporate Carr and he attended an Ohio Public Safety Reports training as well as some of the auxiliary officers. Chief Walters stated that he ordered some of these free forms from the State as well. There was over 125 hours donated from the police auxiliary for August. Officer Carr has been taking care of getting quotes for vests and should have prices for Council hopefully by the end of the week. Chief Walters stated that Gahanna police department had called him and let him know that once the cruisers are ready to be sold, they will let him know. He found that if officers complete online training or physical training, the Ohio Attorney General’s office will reimburse for the training and man hours. He stated that he is going to look into this in more detail. Chief Walters stated that he does not have the full Mayor’s report for August yet but feels that it may have surpassed the previous month. Chief Walters stated that he would like to recognize Jerry Marks and Officer Saylor and promote Jerry Marks to Captain and Mr. Saylor to Sergeant. He presented them with a certificate for promotion.

INSURANCE COMMITTEE: A motion to accept McBane’s insurance proposal for liability and fleet from Argonaut for $32,716 was made by Mr. Rice and seconded by Mr. Hampton. Mr. Hampton stated that he thought that there was something Council thought needed added. Tom stated that he is sure that it was computer fraud and raising it to $100,000. Mr. Mohler asked if this $100,000 is included in the premium. Brittany stated that it was not. Mr. Hampton asked if this could be raised later on and Tom replied that he is sure that it could. Motion carried.

 

OTHER OLD BUSINESS: Mr. Mohler stated that Brian Randolph was in on Friday and said that he is having a hard time getting event insurance. It is being questioned as to whether he only has to have insurance if the auxiliary officers are up there working as well as if his noise permit can pass without this insurance. This is in reference to the Haunted School. Jan Baughman asked who owned the building and Tom stated that it was Lee Chase. Jan asked what insurance the owner had and Mr. Mohler stated that it is undetermined at this time. Council discussed this in further detail. A motion to approve the noise permit for Brian Randolph for the old School was made by Mr. Rice and seconded by Mr. Hampton. Vote went as follows: Mr. Rice yes, Mr. Hampton yes, Mr. Dennis no, Ms. Driggs yes, and Mr. Mohler yes. Motion carried.

NEW BUSINESS: Nothing.

CITIZENS COMMENTS/ COMPLAINTS: Kurtis Nichols approached Council about a demolition permit for 404 E Main Street. He stated that this is a newly acquired property and would be too expensive to renovate and he would just like to tear it down. He stated that maybe later on he might build but that would be far into the future. Mr. Mohler told Mr. Nichols that he needed to get with Tom so he can explain the options available to him.

ADJOURNMENT: A motion to adjourn was made by Mr. Rice and seconded by Mr. Dennis. Motion carried.
